Shi- Hyun(Jung Kyung-Ho) đã từng sống ở trại trẻ mồ côi trước khi chạy trốn khỏi đó. Và rồi anh sống bằng nghề vận chuyển ma túy và lấy biệt danh là “ doctor”. Bây giờ anh là ông chủ của một băng đảng ma túy. Người cung cấp thuốc cho anh là một người đàn ông được biết đến với cái tên Scale (Kim Byung-Ok). Shi- Hyun đang có kế hoạch tiếp quản vị trí của ông ta.

Trong khi đó Hyung- Min (Lee Yae Won) lại trở thành trưởng phòng của một đơn vị điều tra đặc biệt. Mục tiêu của họ là bắt được Scale người đã giết một nhân viên nằm vùng. Bạn gái của Hyeong-Min, Kyung –Mi (Ko Na-Eun) cũng là một thám tử. Cô cũng lớn lên trong trại trẻ mồ côi cùng với Soo-Min (Nam Gyu- Ri), họ cùng lớn lên bên nhau như hai chị ruột và giờ đây Soo-Min đang cố gắng học tập để có thể thi vào trường học viện cảnh sát. Trong khi truy đuổi Scale, Hyeong-Min đã được biết về một người có tên là “doctor” và ngay lập tức anh và đội của mình đã theo dõi Shi-Hyun.
